the treaty and conven
tion now existing between
the two countries, as well as the
discussion of tho laws of this
couutry, to suggest that the mat
ters at issue be referred to a dis
interested arbitrator or arbitrators
for settlement, and in case such
offer should be accopted "by the
Japanese Government this Gov
ernment will abide by the results.
