Sealed proposals, In triplicate, will be re
ceived at the office until it o'clock a.m.,
February 28th, 1899, and then opened, for
furnishing the fresh beef and mutton In
bulk, 15,000 pounds, more or less, required
at this station by the Subsistance Depart
ment, U. S. Army, during the period com
mencing March 1st, 1899, and ending .March
31st, 1899. Fresh beef shall be good in
quality and condition fit for Immediate use,
and from fore and hind quartermeats propor
tionately, Inchidlngall the best cuts thereof.
Fresh Mutton shall be of good and
marketable quality, from wethers over one,
and under three years old. Beef and mut
ton to be dressed, and dellyered as described
in circular, instructions, Proposals will
also be received statingfprlce at which bid
der will deliver fresh beef or mutton, mf
character above stated, and to be delivered
of temperature not greater than 50 degrees

ippines. In full it is as follows:

treaty of poiico with Spain it is

inhabitants of the Philippines
luto citizenship of the United
States, nor is it intoudod to per
manently annex snid islands as
an integral part of tho territory of
the United Statos; but it is tbo
intention of the United States to
establish on said islands a eov-

local self-government, and in due
