GERMANY'S LAST MOYE
Puts Its Interests in the Hands
.United States.
Of
Warships Withdrawn from Samoa and
the
Samoan Hove a Shrewd
One -No Fear of Clash.
New York, Feb. 28. -Tho Hor
nlcl's correspondent eouds tho fol
lowing: Substantial evidonco of
Germany's dojiro to maintain nnd
improve tbo frioudly relations
subsisting botweon tho WaBbiug
ton and Berlin Governments bus
boen furnished to tbo Stnto Do
partment. At tbo request of
Germany, tho United States his
consented to protect Gorman sub
jects uud interests in tbc Philip
pines and in Samoa, and rolying
upon tho protniso of this Govern
mont tho German warships Imvo
beou withdrawn from thoao points.
Iu compliance with Germany's
request, cnblo instructions lmvo
boon sent to Rear Admiral Dowey
and General Otis informing thorn
that bereaftor Gorman subjects
and German interests in tho
Philippines must bo provided
with protection by American
ships and American troops.
It is apparent to tbo authorities
that tho Berlin Government, in
making thoso roquosts was actu
ated by a sincoro desiro to impress
upon tho Government and peoplo
of tho United States tbo fact of
Gormany's friondliness for this
nation, and to prevent in future
nil talk of prospective German in
terference in Amorinan affairs, or
any intention to tako action which
might bo distastoful to the Unitod
States.
Tboro is no doubt that Ger
many was greatly surprised at
the interpretation placed in somo
quarters hero on tho dispatch
from Admiral Dewey stating that
for "politioal reasons" ho desired
that tho battleship Oregon should
bo sent to Mauila nt onco, and
tboro seems to bo littlo doubt tbat
it was this interpretation, and tho
comments" which followed, that
caused her to tako boroio meas
ures and place her intorosts and
her subjects under tho protection
of tho Unitod States.
With Gormany's attitude so
plainly defined tho authorities are
now assurod that there is absolute
ly no danger of foreign intetfer
once in tbo Philippines.
Following the request that tho
United States tako care of Gor
man subjects and intorosts in tbo
Philippines, the Stato Department
was miormeu mat tuo uerman
armored cruiser Eaisorin Augusta
had boon ordored to leave Manila
immediately for Tientsin, whore a
display of force will probably bo
made to compel tho Chinese Gov
ernment to punish murderers and
pay indemnity for the murdor of
two Germans noar that point.
With tho departure of tho Kaiser'
in Augusta, Germany will bo
without naval ropreaonlation in
the Philippines, the Irene already"
having gon9 to the Chinese coast.
As soon ib tho Stato Depart
ment loomed of tho wishes of the
Berlin Govern in nut Secretary
Long aud Secretary Algor worn
advised and the cable int-t-uolious
to Rear Admiral D wov aud Gen
eral Utia followed, ns already
stated.
With respect to Samoa the offi
cials admit that Gerraauy has
made a shrewd move, which will
prevont tho United Statos taking
dooisivo action without fully con
sulting Berlin. By pluoing Ger
man interests tboro in th" IiiuhIh
of tho Americans this Govern
ment is mado responsible and can
tako no action detrimental to
them. It is intondod to nnhln
Hear Admiral Kautz, when the
department is advised of tho nr
rival of the Philddolohia at Rr.
moa, instructing him to comply
wth tho roquest of tho Berlin
Government. It is now said by
the authorities that tho Samoan
question will bo settled without
diiOoulty.

oightoen knots. Both ships will
be luxuriously fitted oat for pas
senger service, aud in addition
will havo superior facilities for

Slates mails.
Whle tho contract speed is put
down as eighteen knots, it is
known hero that tho builders will
endeavor to give tho vessols a
higher rate of speed than that.
Tho Pacific Mail Compnny, it is
understood, has contracted with
the Government to reduce the
mail passBgo between San Fran
cisco and porta iu China, and it is
with this objoct in viow that the
two steamships will be built here.
It is roported that tho fastest time
now botwoen tho two countries
will bo reducod by from twolvo to
eightoen hours.
Whon finished theso ships will
bo tho largest evor built in an Am
erican shipyard. Compared with
tho Amoricau liner St. Louis, tho
largest American-built ship afloat
today, tho Pacific Mail ships will
bo ot 7870.79 tonB greater displace
ment, 1-1.5 foot longer and will
havo a draught -1.7 feot creator.

Mail leviathans will bo built.
