NEW CUSTOMS REGULATION
(From Monday's First Edition.)

into forco at tho Custom House.
Horeaftor, ships from foreign
porta to ports other than thoso of
entry, will bo allowed to go to
thoeu places with their cargoos.
Howover, such a proceeding will
bo subject to other regulations.
In tho first place, a ship must
entor at the port of ontry of the
district in which is situated the
port to which tho ship wishes to
go. At that plaoe a Custom Honso
officer or porhapa two, must bo
takon aboard and carried to the
othor port and tho work which
such officers do must bo at tho ex
pense of tho ship. Again, n ship
must return to tho port in which
sho entered and clear thoro bofore
doparturo to a foreign port. For
example, a ship wishina to no to
Kihei, as ono had occasion to do
recently, must ontor at Kahului
and must take officers from that
place. Upon finishinc her work,
sho must roturn to Kahului and
clear for tho port to whiah she is
bound.
Horo is another point. A ship
can go to bnt ono port from a
port of ontry. For instance, sho
cannot go to Jltlioi, tlisouarco
what freight she has for that
plaoe and then go to Makona.
Tho law in tho matter is olonr
and it is tho recognition of this
fact that Quidod tho .Executive in
tho now regulation. Heretofore
a ship with a cargo for a port
other than ono of ontry was not
wont to go to that port, one dis
charged olsowhoro.
Tho growth of trade in the jbI-
nnds and tho consequent inoreaso
in tho number of foroign vessels
arriving, has mado it necessary
