terested and that tho genoral di
rection should be in the hands of
a manager in London, nndor con
trol of a small board upon which
tho associated Government should
bo represented.
A rarliHiueutary paper contain
ing correspondence rogarding tbo
proposed cablo was issued tonight.
Embodied in the paper is the
Btatomont mado by tho Secretary
of Stato for the Ooloniet, Joseph
Ounmborlain, in tho House of
Commons on April -8, to. tho of
fpet that the British Government
has made proposals to tho Govern
ments of Canada nnd Australia on
the subject of the proposed cable,
but that no final arrnngemout hod
boon made.
To this is added tho statoment
that the Government of Gieat
Britain has always considered
mat tuo coDStrucuoa ot a caoie
is of far groater importance to
Australasia and Canada, than to
tho United Kingdom and that tho
Government would not be dispos
ed to recommend that Parliament
vote in aid of tho projcot, but do
sire to afford support by the
motherland to great self-governing
colonics in a project, tho suc
cess of which canuOt fail to pro
moto imperial unity. For this
reason tho Government considers
that tho responsibility of con
structing and operating tho cable
should bo borno by Canada and
tbo Australasian colonics, they
taking tho profits and tho United
Kingdom giving an annual sub
sidy not exceeding X2(),O0O, for a
period not exceeding twenty years,
tho exact subsidy being fivo
eighths of tho eliortago of roreipte
below espouses, nnd provided that
the subsidy bo payable only after
Canada and tho Australasian col
onies shall havo completed tbo
cable ami openod it for traffic and
only while tho cable shall remain
open. Other provisions of tbo
proposed agreement necessitate
