in Cuba and in Porto Rico:
General Otis, Manila; Gonornl
Brooke, Havana; General Davis,
San Juan. By tho President's di
rection you havo from timo to
time boon requested to make sug
gestions as to chango of rations
for your troops, whidh you have
complied with, but to better enable
tho President to dotormino under
provisions of npptiorj 114G, revised
statutes, what alteration", if any,
in established rations would bo
conducive to tho better health of
troops serving in tropical climates,
acting Becrotary of War directs
that you instituto a board of throo
officers, noted for ability and ex
perience, serviug respectively in
tho line, medical and subsistence
departments to fully examine into
the subjoct of tho desired changes
in tho rations for troops of your
command; and that you submit
substance of report of its investig
ation by cable and full report by
mail, together with your recom
mendation. I refer to board pre
vious correspondence and other
ayailablo information relating to
dietetics. Particularly should tho
experienced officers and enlisted
mon of long service in tho tropics
receive full consideration.
