marine leagues. Russia permitted a 10
ycar license to fish and hunt lu tho es
tuaries, but declined to make It per
manent. That license was terminated
at the end of tho period, and Mr. Fos
ter says is Itself Inconsistent with any
Interpretation of tho treaty other than
tho complete sovereignty of Russia
over not only thb strip of mainland, but
