Withdrawal of Military As Soon As Possi

the First of Jatiuaty.
Ncv; York, Nov. 23. A special dis
patch lo tlio Herald from Washington,
1 President McKfnlcy Is still contem
plating the solution of tho Cuban Gov
ernorship problem by tho nppolntmcnt
of n civilian to that ofllcc. Ho is look
ing about for n man of high qualincn
1 tlons who has had largo experience hi
administrative positions. Ills Ideal for
tho placo Is a man who has been n
successful Governor of 0110 of the
If this plan Is adopted It will bo sup
plemented by n complete rearrange
Imcnt of tho military commands In the
Island. Tlio nppolntmcnt of Generals
Leo and Wilson to bo Brigadier Uen
erals In tho regular army and their
retirement Is contemplated. General
Urooho will be called home. This will
leave Generals Ludlow and Wood tho
I only general officers In Cuba. Tho Is
land will then bo divided into two mili
tary departments, with General Lud
low In command of tho western de
partment and General Wood in com
mand 01 the eastern department.
No deflnito conclusion will bo reach
ed until after tho matter has been dis
cussed with General Wood, uow on his
way from Santiago to Wnshlngton.
Secretary Root, when questioned,
said that General Wood had been sum
moned to discuss matters relating to
Eastern Cuba, which will bo under his
command if the new plan Is adopted.
It Is known, nowover, that tho Pros
ident has not entirely abandoned tho
Idea of nppolntlng Gcncrnl Wood to
tho Governorship or tho cntlro Island.
The principal difficulty in tho way of
this appointment is that It would pro
nuco friction among military men on
duty in Cuba. General Ludlow, It Is
understood, would object very strongly
to servo under General Wood and Gen
eral Ludlow's services aro wanted in
Havana and Its neighborhood. By the
appointment of a civilian to bo Gov
ernor General, It Is thought, the ser
vices of Generals Ludlow and Wood
could bo retained without friction.
It Is tho purpose- of tho President to
mako tho chnngo in tho Governorship
of Cuba nbout Jnnunry lBt if possible.
Tho chango from a military to n civil
government in Porto Rico may bo made
bcroro that date. It Is known that tho
President wnnted Assistant Secrctnry
Allen of tho Navy Department to nc
cept tho Governorship of Porto Itlco,
and that Mr. Allen could not bo pre
vailed upon to ncccpt tho place. For
mer Lieutenant Governor Kennedy of
Ohio, who headed tho Insular commis
sion which reported on tho affairs of
Porto ltlco, Is still being favorably con
sidered nnd will probably receive the
