sions. Regarding this, ho says:
"In order to more exactly deflno
tho words 'means of support,' I npprovo
tho recommendation of the Commis
sioner of Pensions that tho act of June
27, 1890, bo so amended that n pen
sionable stntuo be granted to widows
whoso Income, Independent of tho
proceeds of their dally Inbor, In not In

Tho report also recommends legisla
tive authority for biennial examina
tions of pensioners; legislation pro
hibiting the payment of nny compensa
tion whatever to pension attorneys

tion with nny claim or proceedings un
der tho pension laws, except as such
may within certain limits bo fixed by
Congress.
