port relates to reforms begun, of which
tho Governor says: "Having disposed

was made and no further resistance
will bo encountered."
Tho first of these Is calculated to
compel each adult native to contrlbuto
to tho support ot the Government by
engaging In food production. Tho or
der directs all who hnvo no trado to
plant cereals, vegetables, etc., under
moro or less severe penalties. It Is
stipulated that each citizen shall have
nt least twelve hens, 0110 sow and con
tlnuo In possession ot them Indefinite
ly. They must bring eggs, chickens
and vegetables to sell to tho Gover
nor's hoiiBo.nnd barracks at stated In
tervals ami they must pay their taxes.
The other order demnnds that con
