Forcing the Hand
of Uncle Sam
Washington, Deo. 5. Tho Exami
ner's oxcmslvo story ot 'November 13,
that Great Urltnin had forced upon
tho United Stntos tho question of the
settlement ot the Alaskan boundary
question Immediately nfter Great
Ilrltnln had mado her nlllanco with
Germany and thereby a free hand in
South Africa, is confirmed by Presi
dent McKlnloy, .although tho story wns
vigorously denied nt tho timo by lead
ing officials of tho Stato Department
and by tho press generally.
In his messago presented today, tho
President says: "Tho subject (tho
Alaskan boundary) has been receiving
tho nttcntlon which its lmportanco de
mands, with tho result that a modus
Vivendi for provisional demarcations
in tho region nbout tho head of tho
Lynn canal has been agreed upon;
and it Is hoped that tho negotiations
now In progress betwecen tho two Gov
ernments will end in nn agreement for
tho establishment and delimitation of
a permanent boundary."
It is now known officially, as It was
known to the Examiner soon after the
return of Lord Pauncefoto to America,
that Great Britain reopened tho nego
tiations for tho final adjustment of tho
matter. This net of tho British Gov
ernment wis not regarded here ns
frlendly'to tho United States", for theso
It was known to Great Urltnin that
tno United States was demanding the
open uoor in China nt tho tlmo this
country ngrcecd to tho modus Vivendi
a order to pacify Canada in Great
Britain's Interest. Orcat Britain, whllo
favoring nn open door, was tho power
ful factor to which tho United States
looked to assist in securing from tho
Continental powers, especially Russia
nnd Frnnce, tho written assurances
which wero desired by this country.
Tho assurances were, however, not ob
tained; and, in tho meantime, Great
Britain mado peaco with Germany nnd
secured her "hands oft" in tho Trans
vaal, which carried with it nn as
surance that other Continental pow
ers would not interfere, cither by of
fers ot mediation or Intervention.
Great Britain next Becurcd tho con
sont of tho United States to tho parti
tion of Samoa on terms ngrceablo io
uormauy In such manner that the
United States could not withdraw from
tho agreements if it desired, as Ameri
can interests wero Involved.
Theso gravo questions being settled
to tho advantage of Great Britain, ,lt
was tho understanding hero that the
Alaskan matter would bo permitted to
rcBt. In fact, It was hoped that Great
Britain would nllow tho provisional
boundary to become pcrmnncnt. Great
Britain, .however, having secured
peaco with Canada long enough to get
her to agreo to tho modus vlvcndl nnd
with Germany in several quarters, of
tho globe, took up Canada's quarrel
with tho United States, and hns pro
posed to raako It a Hvo Issue.
