yesterday afternoon there were present

Day, Dr. limcrson, F. SI. Hatch and
Geo. V. Smith as well as quite a num
ber of visitors.
Tho first business was tho reading of
tho report of tho Sanitary Committee
composed of 13. II. Wodehouso, Waltor
13. Wall and T. U. Edwards, on tho
sanitary condition of Kowalo, tho dis
trict Inc. ...lod between Punchbowl,
Queen, King and Sheridan streets and
thu ocean, containing 3G7 acres. After
telling of the many ponds with no out
lets, tho decaying vegetablo and animal
matter, tho dumping In tho district of
nil kinds of foul material, tho unsani
tary privies, tho particularly unsani
tary conditions existing near tho build
ings nnd tho menace to tho place to tho
city at largo, the committee makes tho
following recommendations with ex
planations which will not bo Included
In this report of yesterday's meeting:
First All ponds partially flllmi with
rubbish or tho waters of which have
becomo foul from vegetable or animal
Second No building should bo erect
ed or allowed to remain on land where
tho ground water is within two feot of

erence to tho surface of tho ground in
two ways: by drainage, and by filling.
Third Ditches should bo dug about

Communications from tho I. I. S. N.
Co. and Wilder Steamship Co. asking
that certain steamers bo allowed to re
main In tho harbor under strict qunr
nntlno on nccount of tho bad weather
outside nnd possibility of a storm,
wero read and tho petitions granted.
Another petition from tho Wilder
Steamship Co. asking that they bo al
lowed to lay up tho Klnnii with tho
captain, mnto and quartermasters
uboaid and to keep her a clean vessel
was granted. In responso to still an
other petition from tho samo company
It was decided that sailors of the Klnau
may bo transferred from ono ship to
another or landed In Honolulu, but
that nono of these must bo landed on
ports ot tho other Islands or other
ports ot this island.
Pesldcnt Wood stated that Attorney
General Cooper had reported to him
tho revoking of Sherilf Andrews' com
mission ns agent of tho Board of
Health In Hllo and that he had left
things in tho Rainy City In a moro
sat si factory condition.
It was agreed that tho matter ot ad
ditional quarters in Kalihl for peoplo
from the outsldo districts be left with
President Wood who will appoint a
commltteo to take charge of tho work.
It was voted that thoso parts ot tho
City Mill capablo of being saved, such
ns tho mill proper, be allowed to stand.

decker on tho omnlbusses and hacks of
tho city wero accepted and it was voted
that notice bo sent to tho manager of
tho busses thnt tho samo bo taken off
tho streets, cleaned nnd dlslsntcctcd.
It was also voted that tho rugs and
mats bo removed from tho hacks ot tho
city nnd that these conveyances bo sub
jected to frequent cleanings. Mr. Ly
decker was then authorized to seo tn
tho carrying out of tho instructions of
