Recommendations for Celter Organization of
Finance Work More Excavators Ordered
Guards Under the Marshal.
At u meeting of the Hoard of Health
yestcrdny afternoon the following were
present: President Wood, Dr. Day,
Geo. W. Smith, V. M. Hatch mul F. J.
I.owrey. Others present were: Presi
dent Dole, Minister Voting C. M. Cooke,
J. B. Atherton mul T. H. Wnlkcr. He
fore proceeding with the work of tho
meeting President Wood welcomed Mr.
Lowrey, tho new member of tho Hoard
nnd promised him that he would lmvo
plenty of work to do.
C. M. Cooke read the report of tho
Finance Committee of tho Hoard of
Health which wan as follows:
Your Finance Committee appointed
to recommend methods to ho followed
In handling nnd disbursing the funds
placed nt the disposal of your Hoard by
the Council of State, and also to nomi
nate cashiers, disbursing agents nnd
accountants beg to report as follows:
With tho understanding that we wcro
to ascertain tho amount already ex
pended, wo ic(ijc8tcd by advertised no
tice, that nil claims against your Hoard,
of whatsoever nature, contracted up
to the 20th Inst., be sent In to tho oDlco
of the Finance Committee In tho rear
of tho Hawaiian Trust &. Investment
Co. on Monday the 22d Inst., nnd In re
sponse to this notice, claims have comu
In as follows.
For labor, guards etc $ 10,805 00
For merchandise, etc. SG.777 24
Amount already paid In on
account of appropriation
of 1275,000.00 by the Coun
cil of State 33.C21 IS

Your committees find It ot grcntcst
Importance that nil lists for lulior 1)0
promptly settled for, and nro able to
arrange for tlio advances of theso
amounts just as soon as tho lists nro
linmlcd In In duplicate nnd properly
mnde, without watting for tho amounts
to bo receipted for, but such receipts
will have to bo obtained during tho
week and hnnded In complete. As tho
parties who havo this to attend to find
great difficulty In paying oft tho men
nnd obtaining necessary receipts from
each man, your committee, would re
commend that Messrs. S. E. Damon nnd
F. I). Damon, nnd others. If necessary,
bo engaged to attend to all payments
of pay rolls, and would nominate. Mr.
Geo. It. Carter ns cashier nnd account
ant of all funds; nnd further, that all
bills bo made monthly In duplicate and
duly certified for payment by warrants,
after careful scrutiny ns to prices
charged, us has been tho custom here
tofore. To meet picsslng demands and petty
bills, tho cashier should linvo nt his
dlsposlnl tho sum of, say, $5,000, tho
same to bo accounted for by warrants
nt tho earliest possible moment, as wo
find that tho cashier will bo constantly
hampered, and delays caused In work
If some, payments nro not promptly
met.
Wo would recommend that all orders
for materials, work, merchandise, cart
age, etc., for tho various camps, or
other authorized expenditures, be
made" by signed requisitions, placed
under departments, and authority bo
given to ns few persons ns posslblo to
mako sue hrcqulsltlons, thus gaining
economy in purchases, and to facili
tate tho checking nnd certifying ot
bills. Tho haste that has been necessary
up to tho present moment seems to
havo passed and It Is now a necessity
that more economy should bo exercis
ed. Wo are not called upon to criticise
actions of tiioso who have como for
ward nnd accomplished so much In n
short spaco of time, yet it is the opin
ion ot your committee that It is ab
solutely necessary that moro sjstcm
should now prevail and greater caro for
future expenses bo mado, but ut the
same tlmo such retrenchment should
not bo mado as would prevent stamp
ing out tho plaguo nt whatever cost.
