How New York Guards
Against Bubonic Plague
From tho Now York Herald.
Clonus of disease, brought over tho
Atlantic or from tho Caribbean, wheth
er of tho dread yellow fovcr or of tho
more dicail bubonic plague, nt tho port
of Now York find their progress ef
fectually barred. For nt least three
years the health authorities nt quarantine-
havo been fully prepared to light
nil kinds ot Infectious diseases.
Constant experiments havo been go
ing on In tho bacteriological labora
tory. Numerous serums havo been
produced by tho Inoculation of nnlmala
nnd Important discoveries havo boon
mndo In tho uso of gases for tho do
strcuctlon ot dtsenBo germs. Improved
apparatus havo been obtained for the
application ot disinfecting ngcntB, anil
tho uso of formaldehyde gas In the
placo ot tho old time sulphurous acid
has been n long step forward.
All ships arriving nt this port nro
boarde'd by n deputy health odlccr from
tlio Chnrles F. Allen. If tho ship has
como from an Infected port, or It any
of her passengers or crow show signs of
contagious disease, tho vessel Is order
ed Into qiinrnntliio nnd completely Iso
lated. Tho first Btcp then taken by
tlio health ofllcers Is to destroy all
germ life on board the Infected ship.
For this work tho .lames W. Wads
worth, a Bmnll sidcwhcol steamer, has
been elaborately fitted out. The Wndji
wortli, equipped with a complcto ster
ilizing plant, Is moved nlongsldo the
infected ship. Tho passengers and
crew, with nil their baggage and per
sonal effects, aro assembled on tho up
per deck of tho Wads worth; thentta
passing down 11 companlonwny to tl(u
disrobing rooms In tho stem. Eat 1
person's clothing Is mndo Into n scpai
ato buudlo for which a check Is glvci .
All then pass Into tho antiseptic batl -fooins.
Theso suites of rooms aro In
duplicate, so that male and femalo paaj
sengcrs may ho treated nt tho samp
time, with tho most perfect scclusloa
and privacy. Tho wholo Interior of thb
boat with which infected passcngora,
or crews como In contact Is enamelled
Tho bathrooms arc divided Intoi
stalls, where each person, occupying
his Individual "cell," Is treated to 1
shower bath of a weak solution o
chloride of mercury, which destroy!
all tho germs that may bo present oi!
tho surface of tho body. While this
haB been going on the clothing has
been sterilized by tho action of super-;
heated steam In largo steel vacuum'
chambers in tho central compartment;
of tho boat. A hatchway in the deck
opens Into this disinfecting room, nnd)
any objects Ilko bctldlnfl which it 1st
dcslrnblo to treat In tho retort with thO'
bundles of clothing nro pitched down
from above. An iron cradlo Is drawn
out of tho steam chamber, which la
loaded with tho objects Infected.
When this Is shoved back Into placo
and tho opening made fast tho steam Is
turned on, subjecting tho articles to a
heat of 210 degrees Fahrenheit. All ar
ticles of clothing which might bo dam
aged or destroyed by tho action of
Bteam aro disinfected with formaldo
hydo gas, which Is suro death to all
germs nml docs not Injuriously affect
Passing from tho bathrooms tho pas
sengers rccclvo their clothing nnd nro
transferred to Hoffmnn Island, whero
they nro detained during tho period of
incubation of tho dlscaso germs, which
Is usually from nix to eight days.
Tho disinfection of tho passengers
and crew having been accomplished,
tho attention ot tho officials of tho
Wadsworth Is turned to tho sterilizing
of staterooms, hold nnd cargo. All
bedding, nil tablo linen, carpets, rugs
and hangings nro treated with super
heated steam In tho vacuum sterilizing
chamber. A portable formaldehydo
gas generator Is then carried on board
and tho staterooms and saloons nro
filled, with thla gas, tho most power
ful disinfectant known.
Tho hatchways In the ship's hold aro
carefully' battened down and llyo
steam, formaldehydo gas and sulphur
dtoxldo gas aro blown In a sufficient
volume and strength to search out
overy crovlco and cranny of tho wood
work. After a period of six or eight
hours tho ship Is completely opened up
to allow tho noxious fumes to escape
All tho decks and woodwork aro
washed down with a solution of bl
chlorldo of mercury. This work Is dono
with scientific thoroughness by a body
of trained experts. As a further pro
caution, after tho foregoing process of
disinfection has been completed sam
ples of all materials from the disinfect
ed ship which might possibly carry
contagion nro carefully examined in
tho bacteriological laboratory of tho
station and it tho slightest evldenco ot
germ Ufa Is detected tho cntlro opera
tion of disinfecting tho ship Is repeat
ed. Tho bubonic plague bacillus is no
stranger to U10 corps of expert Invcstl
gatois nt Quarantine. Ever slnco tho
pluguo was first reported from Bom
bay Its attributes and vulnerable points
have been carefully studied. For two
years or more Its coming has been an
ticipated, fo that tho arrival of tho
Joseph W. Taylor, bringing It as a
distinguished passenger, cnuscd barely
a rlpplo ot excitement at Quarantine,
where only the usual loutlno was ob
served. Effective as tho appliances on board
tho James W. Wadsworth nro, she Is an
old boat reflated for her present use,
nnd much too small. In a few months
Now oYrk will bo outclassed by Phila
delphia In the effectiveness of its dis
infecting steamer, which Is about to be
launched nt the Cramps' shipyards.
This boat will have n fully equipped
hospital ot eighteen beds, with n corps
ot surgeons and nurses in attendance
on Its upper deck, co that nick persons
received from Infected ships may bo
treated on board, It such a com so Is
desirable, without being taken ashore.
