REGARDING BUILDINGS AND
1. Where the space between tho
buildings la less than fifteen feet, tho
water from the roofs of tho buildings
on the sides of such space shall bo con
ducted In water tight leaders and made
to discharge Into suitable drains lead
ing into street or alley gutters; and If
tho building abuts on an alley or road
way of like width the same rule shall

3. Each and every room Intended or
used for human habitation shall be
provided with nt least eight square feet
of window area having unobstructed
access into tho open air for each 100
squaro feet of floor space In said room,
and frco access shall nt nil times be had
to the same by tho occupants of tho
room; nnd nt least one-halt of such
window spaco shall bo movable and
available for ventilation.
AIR SPACE UNDER BUILDINOS.
-1. Every building shall have on au
nvcrago nt least twenty Inches of clear
space for tho circulation of air between
tho floor timbers and tho ground, and
shall have sufllclcnt openings for ven
tilation In tho outer walls to admit a
freo circulation of nlr; but, In case this
air spaco cannot bo secured without
reaching "ground water level" then
theie shall bo no nlr space, but tho
floor shall bo of concrete or masonry.
YARDS, AREAS, COURTS, ETC.
B. Yards, areas, courts, nlleyways
nnd other open spaces within or be
tween buildings, where water is used
for washing of any kind, shall bo prop
erly graded and cemented, or paved so
as to bo water proof, and drained Into
trapped drains properly connected with
sewer or cesspool, and no pcrmanonf
wooden floor or grating shall bo main
tained over tho same.
WATER j.GHT FLOORS.
6. All houses, structures, rooms or
parts theieof. In which water Is used,
or Intended to be used, In such quanti
ty as to render tho floor or floors thorc
of constantly damp, shall have such
floor or floors, mado absolutely water
proof, with proper drainage Into
trapped lenders conveying tho water
away Into cesspool or sower; nnd tho
water proollng of nil such floors Bhall
bo dono In a manner satisfactory to tho
Board of Health.
7. No building or structure shall be
used as a resldonco or place for human
habitation or aboilo which Is situated
upon land whoro there Is standing
water within eighteen inches of the
surfaco of tho ground; nor shnll any
building of" structure bo so used that
Is placed on lund that has been mado
by Ailing In with refuso or garbage, or
that is declared by tho Board of Health
to bo of foul or corrupt material.
REGARDING PRIVY-VAULTS AND
8. No privy-vault, sink or cesspool
In Honolulu, shnll hereafter bo located
or constructed within fifty feet of any
strenm, lake, pond, well or spring of
water, nor within two feet of tho lino
of any lot; nor shall it bo made moro
than eighteen or less than six feet doep,
or placed in such position that It la
not easily acccsslblo for emptying and

or cesspool, until It has been Inspected
by the proper Agent of the Hoard of
Health and approved uh meeting the
requirements of these regulations and
of public health,
11. Any privy-vault, sink or cesspool,
already constructed In Honolulu which
has become a nuisance, or In any way
dangerous to life, or detrimental to
health, shall bo removed, re-constructed,
or altered to meet tho requirements
of theso regulations and of public
health, as directed by the Board of
Health or Its Agent.
12. The Board of Health or Its
Agents may causes the emptying or dis
infecting of any privy-vault, sink or
cesspool that may bo deemed offensive,
or when required by public health, at
tho expense of tho owner or occupant
of tho premises.
13. When thirty days after tho
public sower system Is put Into opera
tion the use of privy vaults and cess
pooli shall bo entirely discontinued
within the limits of such sower system,
and all privies shall bo removed, ex
cept In so far as permission may be
granted by tho Board of Health to
transform the same Into approved wa
ter closeti connected with the sewer
14. No privy vault or cesspool shall
be excavated or maintained within
ten feet from any dwelling house, or
inhabited building or cook house or
placo where cooking is done.
15. No privy vault or cesspool shall
bo maintained or excavated In any
place whero for any reason free and
unimpeded access may not be had to
tho aamo by an excavator cart.
1G, .No privy shall bo built or main
tained so as to entirely cover tho cess
pool or ault under tho same, but tho
cesspool or vault shall project out on
ono side beyond the superstructure In
such a manner as to allow tho Inspec
tion and removal of tho contents of
said cesspool or vault. Tho contents
of any privy vault or cesspool shall
not bo allowed to rise within eighteen
Inchea of tho top of tho same or to such
a height as to (low out onto the surface
of tho grouhd.
17. No cesspool or jirlvy vault shall
bo built or. maintained in any location
except tho same Bhall have a substan
tial water-tight curb which Bhall re
tain the earth without and tho con
tents of the cesspool or vault within,
and shall bji provided with a substan
tial water-tight cover, having a small,
movable lid In tho same to facilitate
examination and removal of the con
tents. IS. All cesspools or privy vaults
shall havo four-Inch cast Iron vent
pipes with caulked lead joints, or gal
vanized Iron pipes, extending not less
than twolvo feet Into tho open nlr, and
If within twenty feet of au inhabited
building tlio top of such vent pipes
shall extend abovo the roof of tho high
est building within a distance of twen
ty feet of tho sarao. All such vent
pipes shall run as direct as possible.
Every privy shall havo proper seats
with hinged lids to cover tho opening
of aamo, which shall he kept closed
whon not In use.
19. All connections to cesspools or
privy vaults shall bo mado with cast
Iron, lead, or vitrified, sower pipe. All
urinals shall be connected to cesspools,
vaults or sewer by trapped waste
20. All cesspools shall be properly
elenned out at once, nnd hereafter at
least once every four months, and
Bhall be thoroughly disinfected at
least once each week with such dis
infectant as tho Board of Health shall
direct; all such cleaning and disinfect
ing to he at the expense of the owner
of the property,
21. All waste, soil, sower or dialn
plpo3 shall bo of cast Iron, lend or vit
rlflod clay. If of iron or lead tho joints
shall bo caulked with molten lead; If
of vitrified clay, they shall havo tight
cement joints, all joints to be smooth
In tho Inside; open drains may be of
water tight masonry.
22. All cesspools or privy vaults
when abaudoned and tho use thereof
discontinued shall be at once entirely
emptied of liquid and solid contents,
and Hliall be disinfected and filled with
earth, sand, ashes, or other such clean
materials; aud the wooden curbing
about the game removed to-a depth of
at least four feet below tho surfaco of
tho ground. In no caso shall refuse,
garbago or any unclean material be
used In filling 3iich privy vault or cess
pool. 23. All buildings and premises which
do not conform In every respect to tlio

house owner, householder, lessee, or
tenant who Is a housekeeper, within
the district in which tho free removal
of garbage is provided, to supply, and
keep ready for use suitable container
or containers, of not more than eigh
teen cubic feet capacity and provided
with tight covers, for the reception of
all garbage, and to cause the same to
bo set out In such places and at such
times as the Board of Health shall di
rect for tho convenience of garbago
collectors. All empty containers shall
be kept clean and thoroughly disin
fected. 2G. Yard scrapings, tree cuttings
and Btable manure will not bo removed
by the Board of Health carts.
27. All garbage and refuso which Is
subject to decay shall bo collected by
householder or occupiers of dwell
ings each day; and If within the lim
its named In section 24 tho same shall
bo placed In containers as provided in
section 23 for collection; and If be
yond said limits the same shall bo
burnt or removed.
28. No garbage shall be used for
filling house lots or other tracts of
