ported with nn appropriation of $110,
000,000, nnd changed tho appropriation
section so as to make 10,000,000 avail
able, with nuthorlty to contract for
the entire excavation and completion
of tho canal at n total cost not ex
lleforo this action was taken Hep
burn, chairman of tho committee, said
that Is all tho members of the com
mittco wcro anxious for the success of
tho bill It was well to consider some
objections which had been raised. Ho
had heard several objections oti the
ground that tho wholo $140,000,000 wts
appropriated now and threo of four
gentlemen hnd said they would not
suppor. the bill if the entire mini were
appropriated now, but would support It
If only n portion wero made available
at onco to begin tho work.
Corliss of Michigan thereupon offered
tho following new section, which was

000 Is hereby appropriated out of any
money in tho Treasury not othcrwlso
appropriated, toward the protect here

War Is further hereby authorized to
enter Into a contract or contracts for
