Editor tlevcnlng bulletin: In sever
ing my collection (by reason of Im
paired health) with tho Kallhl Deten
tion Camp Hospltnl I desire, through
tho columns of your valunblo journal,
to bear witness to tho courteous con
sideration shown by Superintendent
McVeigh, and his cfllclcnt staff of as
sistants, to the cnip.oj'es of tho Medi
cal Department on duty at that place.
The prompltudo with which every arti
cle required for tho comfort of the
patients Asiatic, native and white
under Dr. Howard's caro was supplied,
was only equalled by tho generosity of
the Doard of Health In honoring tho
demands. Having served In tho Medi
cal Department of tho U. S. Army, I
havo no hesitation In asserting, from
personal knowledge, that the comforts,
medical attendance and treatment ac
corded tho Inmates of tho Kallhl de
tention camp hospuu. by the Doard of
Health authorities was Immeasurably
superior to that received by tho gal
lant sons or tho nrst families or tho
richest country in tho world In Cuba
and Manila. Notwithstanding tho
pressing duties of Dr. Howard In this
vast camp, the hospital was visited
by him three and four times dally.
Tho efficient work of Mrs. Polcckl In
tho maternity ward and Mr. Orb Welch,
male nurse, In tho typhoid and pneu
monia wards deserves the highest
praise. To use tho words of ono of
tho guards, who had been an old sol
dier, "I'd a durncd site ruthcr bo a
sick Jap under Jack McVeigh and Dr.
Howard than a whtto American on
board one of them damned trans
ports!" FRANC- RCDMOND.
Late Hospital Steward, Kallhl Camp

Editor Evening Dnllctln: Is It not
tlmo that wo should have n little moro
freedom with the outsldo world.
For Instance, If a doctor, nurses nnd
others (through proper care) can visit
my houso nnd go to other districts and
lslnnds why cannot I under tho same
restrictions bo able to do likewise? If
ono of tho abnvo can go In an hour,
why must I havo to bo under treat
ment for fourteen days?
If I can buy goods and tako them to
my private house, why cannot I under
similar caro send goods to other dis
tricts nnd islands?
I think from tho article In tho Star
which has not been contradicted, that
rats or liens from them havo not caus
ed a single death amongst thoso work
ing on the wharves nnd clBcwhcro,
thercforo I think that whilst the de
struction of rats Is a good one, thnt wo
must look further than rats for causo
I would say, quarantine Chlneso,
Japancso and their goods, from travel
ing as long as possible, as these appear
to havo the most to do with tho In
troduction of tho plnguc, but I would
allow other goods to go forward nnd
pcoplo to travel, If they will undergo
tho samo treatment a doctor docs; this
should apply to all hands connected
with ships and railway.
For persons other than Japanese and
Chlneso I would allow them to go by
road: within a certain tlmo of their be
ing fumigated, they showing by card
at what hour they wcro treated, If tho
tlmo had expired they should bo re
fused a pass by tho guards.
A small room (on wheels If neces
sary) to go from wharf to wharf nlso
at tho rallrond station, with nn attend
ant Is all thnt Is required.
Why should business bo suspended
ono day or ono hour beyond what Is re
quired, every day means weeks of loss
In recovery of business nnd commercial
standing with tho commercial world.

Editor Evening Bulletin: The sani
tary condition of this city Is Improv
Ing lately so satisfactorily let us not
have It destroyed by a system of gen-
oral poisoning of rats, all at once,
without any experiment pointing to
success, but according to reason partly
explained by Anti-Rat In the Bulletin
of tho 12th Inst. This should bo sum
clcnt to detain us from such a forml
dablo danger. Tho greater of It would
be If such a destruction of rats is
executed, to havo everywhere at In'
accessible places poisoned rats rot'
ting away, sufficient to poison tho air,
and create a pcstllenco In otherwise the
healthiest of places. Moreover, who
can estimate tho number of accidental
poisoning cases caused by tho rash,
Indiscreet action of distributing poison
In overy home.' Hart1 rat traps been
set everywhere si dee the crusade
against them began, 'we would at this
tlmo have, exterminated them.
Mnnv nro the devices from lneenous
to very slmplo ones, and who'could not
And something out to catch rats. It
nothing better la at hand, a slmplo box
with a short stick on one end to hold
It up, and a string on the Btlck to tear
It off when rats aro underneath at'
