Dr. Maxwell Made
The Sugnr Join tint mid Tropical Culti
vator, Queensland, says editorially:
Too much linportnnto cannot bo nt
tnched to the visit to thla colony of
Dr. Maxwell, which Is now drawing to
a close, ills report will, wo believe,
be hnnded to the Government before
ho sails for Honolulu, so that Its con
tents will bo before the sugar grow lug
public within tho next month or two.
'1 hat his stay has been short may bo
admitted, but It does not follow thnt a
long stay was necessary to enable hlra
to accomplish the objects of the visit,
however well pleased sitgnr manufac
turers and growers would have been to
prolong tho very Interesting conversa
tions which a few of them have had tho
good fortune to hold with him. Some
men live In tho country all their lives,
and know nothing of It; othcrH, nnd
Dr. Maxwell Is one of them, are per
fectly capable In 11 few weeks of grasp
ing n full conception of tho local condi
tions and with that knowledge apply
ing the general principles which nro
applicable, nil ocr the world, nnd
which Queensland has yet to thorough
ly learn rather than to Impart to any
visitor. The objections therefore
raised In some quarters to tho short
ness of Dr. Maxwell b visit, leaving al
together nut of the question tho fact
that his convenience had of necessity
to he consulted In tho matter, may bo
said 10 fall to the ground. Ho will havo
been In the colony long enough to
thoroughly grasp with tho readiness
of it trained mind tho essential condl-
tlon3 or the country, and It Is for the
very icasoii that ho can do this that
such earnest cffoits were made to In
diico him to como here. To 0110 point,
beforo turning to tho work tho Doctor
has undertaken, wo mny allude, name
ly to tho ciltlclsm In Parliament ns
to tho actual places to bo inlted by
him. Now not only were theso criti
cisms In the wotst possible taste, but
they show the hopeless Ignorance of
tho speakers on the mnln subject. If
Dr. Maxwell Is so well Infoimed on tho
general subject of sugar cultivation ns
to make It worth the while of tho
Queensland Co eminent to securo Ills
opinion upon the Industry In tho col
ony, then suicly Dr. Maxwell Is far
better nblc than nny other man In
Queensland to docldo for himself, after
Inspecting the geological, climatic, and
Industrial data of tho various sugar
districts, which aic tho places most ne
cessary for him to visit. Thnt n scien
tist should be asked to report upon nny
subject, nnd thnt then tho benighted
individuals who aro seeking for Infor
mation should proceed to lecture tho
scientist ns to how, when and whern
ho is to carrry out tho investigations
necessary to enable him to make his
report, shows cras3 stupidity thnt re
flects little credit upon the legislators
of tho colony. If on tho other hand tho
criticisms to which wo hao referred
were made bolely for tho purposo of
making political capital nt tho expense
of one of our industries, then they were
a gross Injustice to tho country nnd a
dhect Insult to tho scientific gentle
man who at great Inconvenience nnd
at no direct profit to himself accepted
the task of enlightening us on n sub
ject which was causing the people of
the colony much nnxlety. Wo mny ex
press a hopo that good tasto and com
mon Bcnso will reign more flrmlv In
future in tho legislature. As for the
work done so far by Dr. Maxwell it
may bo divided into two parts. Ho has
ma do his own observations ns to tho
conditions under which our Industry
has been and is being carried on, nnd
ho has also made tho acquaintance of
tho men who nio engaged In tho work.
But ho has dono more. Ho has met n
considerable number of our far mem
and manufacturci s and told them
plainly his views upon many subjects,
out more, especially has ho laid down
for them the broad general laws upon
which not only this Industry, but every
Industry must bo carried out. Ho din
not merely toll tho cano farmers of
Queensland that they nro a fino lot
of fellows, who or,, tho victims of con
tinued 111 fortune, but lather that they
aro Ji st like tho sugar growers In
Louisiana, Java, Hawaii, and the
French colonics, and they nro now
suffering tho samo evil lcsults of pant
mismanagement, going thiough 'he
same crisis, nnd nenrlng tho day of ie
generation lu tho samo way us tho su
gar piodincrs havo dono nnd nro no'v
doing in those other count ilea. Thai
no fnrmcr who heard Dr. Maxwell for
half nn hour would continue, to be
lieve thnt thoio Is n royal road out of
tho present dlfllcultlcs of the Industiy
may bo tnken for granted, our only
regret is that, seeing ho was prepared
to talk to ino farmers, nnd ho can talk
pleasantly nnd fluently nnd proiltnbly,
tho necessary arrangements wci'i not
mndo to enable tho f aimers to meet
him in larger numbcis. Wo nro not
prepared to say thnt ho would havo
consented to such an arrangement him
self, hut wo do think ho might have
dono so. It Is certain that some of tho
inniiltlons In Ouccnslnnd. csneclnllv
'as icenrds tho small fnrmlng system.
nnd tho comparative intiopennenco 01
tho fanner ns to how ho grows his
crop nnd what treatment ho gives his
land, wcro now to Dr. Maxwell, anil up
soon found It necessary to get to know
the men ns well as tho land. Thnt ho
Impressed those who met him goes
without saying. Ho has helped to or
ganize and regenerato tho Industry of
Hawaii, whero In llvo years tho output
of tho fields has been nearly doubled.
This testimony ns to his ability to
deal with tho sugar question camo to
Queensland beforo ho did, nnd almost
nil wcio menaied to accept his verdict
when It should bo given. What that
veruCt rsay bo wo do not prcsumo to
sny, though our own knowledge of tho
tlnn . thc BllKnr districts does not
encourngo us to belleo that It will ho j
entirely complimentary. In fact wo
do not want compliments, ns Dr. Max
well himself pointed out on ono oc
casion, wo want facts. And wo shall
get them, while tho Impressions made
upon the leading men of tho various
sugar districts has been such that when
we get those facts there should bo lit
tle difficulty in securing unanimous ac
tion to give effect to tho recommenda
tions based upon them.
