It was also surmised that tho Im
mediate relations who claimed descent
from Too Kwang wcro somewhat too
Independent to suit the whims of this
Elizabeth of China, and that sho was

When the Emperor was nractlcallv
deposed in September, 1898, the two
great Yangtzo Viceroys Chang Chi
tung and Liu Kwenyl, though out
wardly conforming, vero well known
to bo opposed to tho schemes of tho
Empress Dowager, and that amiable
lady tried to get rid of tho two, but
fortunately for tho Empire thought it
Imprudent to Btrlko nn open blow. In

nnd as I.Iu Kwenyl was growing old
nnd physically incapable, tlmo was
permitted to work tho inevitable. Last
month old Liu, undr.r the strain of
physical infirmity, gavo up a post

two years. LI Hung Chang, old and
worn out, was adroitly shelved thrco
months ago, by being appointed first,
Minister of Commerce, nominally to
revise tho Custom tariff, nnd after
wards sent to rule the two Kwang
provinces, which had been permitted
to rclapso into utter disorder by the
venal nnd Incnpablo T nn Chunglin.
LI Hung Chang traitor as he has
been to China's best interests, was 'not

deposition of tho Emperor. Meanwhile,
However, the Emprejs Dowager has

Manchu and Chinese, and of the lat
ter tho most forward has been Yuen
Shlkal. Yuen was, It Is well known,
a former henchman of Li Hung Chang,
but, as Is usual with men of his stamp,
ho has shown his Ingratltudo by not
only superseding him In tho favors of
tho Empress Dowager, but by using
nil his Influenco to bring nbout tho dls
graco of his former patron.
But thcrb aro other influences at
work, and thcro Is no doubt that in the
Palaco tho deposition of Kwanghsu is
looked upon as a ilnal blow to English
diplomacy. So long as it was thought
that thero was any possibility of Eng
land striking, tno Empress Dowager

d'etat: but mnny events havo occur
red during tho fifteen months, and
thero is unfortunately no doubt that
French intrlguo has been largely at
work at Poking. Tho defeat of Eng
land has been assiduously preached in
the Capital, and telegrams havo been
carefully concocted and transmitted
with tno object of proving this. This
Is hardly what an Englishman would
call 'playing the game." but Is onlv on
a par with many oincr things which
havo recently been tried on elsewhere

tho other well meaning Powers, and Is
