Board of Health would cause great un
easiness and much loss to the owners.

kind attention to the matter.

from Asiatic ports, so long ns plaguo
exists In any hucIi ports," etc.
My sole object in writing to you on
this resolution is to ask whether tho
Japaneso Empire is Included In tho
phrnso "Asiatic ports" nnd also to ask
whether tho goods as scheduled in tho
third class, it of Japanese manufac
ture, arc to bo prohibited from com
ing into the Hnwallan Islands, oven if
tho'plaguo may exist in any other Asia
tic ports outsldo of Japan, notwith
standing tho recent ndvico that there is
no bubonic plague at any of her open
In caso tho foregoing resolution
should bo construed as to includo tho
Japaneso ports, the action taken by
your Government would result in great
hardship and loss, not only to unfor
tunate merchants, but would also ex
cludo much of tho foodstuffs with
which tho laborers on tho plantations
are of nocessity compelled to supple
ment that part of food which they can
get In these Islands.
In addition to tho foregoing results,
the cutting oft of such food supply, ne
cessary to tho laborers to glvo tho
strength to do efficiently their work,
it might result In dissatisfaction, deser
tions, nnd oven strikes, nil of which
would bo adding disaster to that which
wo havo already experienced.
