Marconi Systtm D;slrd Dut Appropriation Has
NjI B.en Made - Usu by Brithb
aod htocb Navy.
Tho Navy Department Is making ar
rangements to establish a school of In
stiuctlon, nt wiilcli ofllccis ami enlisted
men shall bo taught tho method of
operating the system of wireless teleg
raphy. Hear Admiral II. V. Bradford,
Chief of tho Naval lluronu of Equip
ment, who has chargo of all matters re
lating to signaluig, would prefer that
tho service adopt tho Marconi system,
hut this action cannot bo taken without
an appropriation from Congress.
Tho department has found that It
will be impossible to purchnsa Mar
coni Instruments. Tho company which
has tho right to Bell tho Instruments
hus Informed Itoar Admiral Bradford,
In response to his Inquiry, that for
twenty sets of instruments tho Govern
ment will have to pay $10,000 cash and
iD.000 for the uso of the Instruments
during the first year. This sum will
also havo to be paid for tho Instru
ments for every succeeding year they
nro In uso. This price seems exorbitant
to tho officials, but they say that Slgnor
Marconi Is tho only Inventor who has
gotten practical results from his in
vention, and if the department enters
Into a contract with tho company It
will bo guaranteed tho right to nil Im
provements that ho may make.
Tho school, when established, will
bo in charge of Lieutenant J. II. Wish.
Thcro will bo six odlcers nnd twelve
enlisted men In the first class, nnd they
will be taught to rend tho Morso alpha
bet, and to operate tho system. It Is
expected that two shoro stations will
bo established and n naval tug attach
ed to the school. When a sufficient
number of officers and men havo been
trained and thoroughly understand tho
system, It Is proposed to Install Instru
ments on board tho various men-of-war
In service, nnd fleet maneuvers
will ho conducted In accordance with
Instructions sent by them.
Tho value -of wireless tlegraphy
for naval purposes la appreciated In
Great Britain nnd Continental Europe.
Client Britain has adopted tho system
ror her navy, and Germany and Franco
havo determined to follow her exam
ple. Thcro Is only ono fcaturo of tho sys
tem to which exception Is tnken by na
val odlcers and n determined effort will
bo made to correct It. This consists
of an Inability of receivers to print ln
t,...i.. .. .r,q,q when two or mora
transmitters within rango are slmul
tuutuusiy sending. Before tho trials
occurred Slgnor Marconi declared that
he could prevent such Interference, but
ho never explained how or mado any
attempt to show that this could bo
done.
Whllo this Is Important naval officers
say It does not by any means destroy
the value of tho system for unwl pur
poses, u win necessarily prevent r.ny
attempt on tho part of several veaicl
to communlcnto nt tho samo time with
the flagship, but, as courtesy to seniors
nnd obcdlcnco to orders nro required
of every subordinate, It will In possible
for the commandcr-ln-chlcf to rcgulato
the lnvlslblo conversation In his com
mand. In order that each loiter of n miwago
may bo given n proper Imnulso It 1ms
been necessary to limit tho rapidity of
sending, nnd tho best rato of transmis
sion of skilled operators Is flxntl at
twelve words per minute. But tho uso
of a system of codo words, however,
such as arc now used to cipher mess
ages and In signal systomn. It will bo
possible for n commandeiMn-rhlef to
promptly communicate his orders to
his subordinates.
Tho school to bo established will bo
especially Instructed to conduct experi
ments having as their object not only
tho training of officers und men, but
tho improvement of tio system Itself.
New York Herald.
Cardinal Vnihan' Pantoral'
Cardinal Vaughn, Itomnn Catholic
Archbishop of Westminster, hns Issued
n pastoral, In which ho says: "What
over doubt was entertained of tho law
fulness of enforcing tho British de
mands by recourse to tho sword, thero
cannot bo any doubt now that wo havo
been forced Into tho war, and that
Justice is on our side. Is is now a
question of something moro than what
Is tho lawful question. It Is, snail tho
British Kmplro bo nllowed to fall to
pieces by suplncness, by wnnt of de
termination nnd self-denial? Tho
nnswer Is no. This cmplro has been
upraised by tho same Providence that
called tho itomnn cmplro Into existence
and us God used one toward tho attain
ment of dlvlno purposes and mercy,
so docs ho seem to be using tho other."
