been under consideration for a long
time, and two sessions were held to
day In order to bring tho matter to a

a number of amendments. This bill
provides for tho private- construction
of the lino, the Government paying
$300,000 annually for twenty years for
the transmission of messages. The
amount of this annual payment was the

an extended discussion, n reduction to
$300,000 was made. Tho committee
had previously Inserted a clauso that
the cable be all of American make and
that the cable ships Bhall be under the
American Hag. Another provision calls
for tho completion of the line to Hono
lulu by January 1, 1902, and to Japan
by January, 1903. It was originally
estimated that tho cost of the cablo
would bo $S,000,000, but recent esti
mates submitted to the committee show
that the tlso In prices will make tho
cost nbout $13,000,000. Tho Govern
ment's obligation, however. Is con
fined to the animal payment of $300,
