orably leported In both houses during
the present session.
There aro few men in cither iiouso
who aro opposed to tho construction of
the proposed cablo and the only dif
ference of opinion Is as to tho manner
in which It should bo done. Hills havo
been Introduced In both houses provid
ing for the lonstruetlon of the cable
directly by the Government, and theso
havo been strongly urged by llrlgadlcr
General Grecly, chief of the signal
corps, by the Navy Dopaitmcnt and by
other departments of the Government.
Others bills havo been Introduced
providing for tho construction of a
cable by a private corporation and for
the payment of an annual subsidy by
tho Government in return for tho free
transmission of nil Government mes
sages. In the Senate theso bills have been
referred to tho Committee on Naval
Affairs, and In tho House they nro be
fore tho Committee on Interstate and
Foreign Commerce. Hearings havo
been given by both commltttces to odl
clals of the Government and to repre
sentatives of various companies seek
ing authority to lay the chblc.
The Houso commltteo has already
gone so far as to decide by n majo
rity vote in favor of tho construction
by n private company rather than by
tho Government. It has also been de
cided that the franchise shall bo open
to competition nnd shall bo awarded
to the company offering to take tho
lowest subsidy within the limit of
$100,000 per year for twenty years, and
guaranteeing the completion of tho
cnblo within the Rhartcst.llmlt of time.
The committee has nlso decided to pro
vide that tho cable shall be of Ameri
can manufacture nnd that It shall bo
laid by ships of American register and
flying tho American nag.
