How Japan Yiews the Rumors of War The Japan Advertiser of recent date says: The curious persistence, In tho West ern world, of tho rumor of approaching war between Russia and Jnpan, whllo wo hero In tho East nro ns persistently engaged in pooh-poohing tho Idea, and are, in fact, Ignorant of aught In the situation which would make It rea sonable, Is ono of tho significant fea tures of tho day. Wo have It upon good authority that ono of tho leading New York journals has ordered here from Manila Its most brilliant corres pondent, so that he may bo upon tho spot when tho conflict, so confidently predicted, comes on. In England, even so ordinary a happening as tho departure of tho Shtklshlmn, when finished by her contractors, was deem ed of grave significance, and as for tho sentiment of the Continent, thcro has como to bo throughout Its wholo ex tent a settled conviction that the strife In tho Far East cannot bo long de layed. This extraordinary persistence, very naturally, Is beginning to have an effect at last upon the nation most concerned In tho matter. Tho Shang hai correspondent of the' cautious JIJI writes that' tho Japoneso thcro are be1 Ing constantly assailed by inquiries' as tor when war-will bo declared, while reports nro nrrlvlng, thick and fast, of the preparations tho Russians are making at Port Arthur In tho way of storing coal and provisions, and of the certainty of conviction prevailing at tho latter placo that Russia Is on the evo of hostilities. Reports of tho samo tenor are reaching thcro from Japan So universal has become the Impres sion, that the correspondent, whllo not an alarmist, Is forced to express his belief that whero thcro Is so mucti smoko thcro must bo some fire. For ourselves, we can sco little In all this pother except symptoms of a dis ease, which always breaks out when a great war Is on. Other nations are then suro to follow suit, only somehow they never do it. Tho nlr Is full of hints started by those who pretend to bo in tho "inner circles of diplomacy. Only a short, tlmo ago, theso rumor- mongers wero dead suro of tho Inter vention of some Powers, or combina tion or rowers, against England, ex actly as In tho Spanish War they were to combine against tho United States. Dut no ono now dreams of any Inter vention on behalf of tho Doers. Thus thero Is really nothing left In the alarmist lino at present, except a scrlmmago between Japan and Rus sia. Distance lends probability as well as enchantment to tho view, and so tho Illusion becomes perfect. Were the thing harmless, wo could afford to laugh at It. Dut with such a nervous patient ds the world has como to be, the results of even mero rumor aro likely to bo disastrous. To Make) Smokeless Powder. New York, March 5. Manufacture of smokeless powder by the Govern ment will now shortly be started at the American Head proving grounds. The buildings of tho plant aro practically completed. Tho machinery, has been completed, and Its placing will be ac complished soon. In order to avoid injury to tho proving grounds, tho plant has been established on a tract of land several miles away, and tho two points aro connected by a railroad, the factory and tho railroad to 1,0 operated by an electric plant, which has been cs tabllshcd In tho power house. The powder plant comprises a nitric acid factory, cotton washing house, cotton drying housb, cotton storehouse, ether factory, pumping and poaching houso, hydratlng house, mixing house, press house, nltrat.ng house, solvent rocov cry house, powder dryhouses, packing Iioubo, two magazines, a standplpo for water supply with. 300,000 gallons capa city and acid storing ring and mixing houses. Rear Admiral O'Nell, Chief of Ordnanco, asserts that thero Is no In tention on the part of tho Government to enter Into competition, except as to quality, with prlvato 'manufacturers. Prlvato experiments' will bo mado at ho factory, with a view to Improving tho quality of the powder. There la a disposition on tho part of tho prlvato manufacturers to secure a limitation by specific provision of tho amount of powder which ...e Government factory shall turn out.
