good authority that ono of tho leading

pondent, so that he may bo upon tho
spot when tho conflict, so confidently
predicted, comes on. In England,
even so ordinary a happening as tho
departure of tho Shtklshlmn, when
finished by her contractors, was deem
ed of grave significance, and as for tho
sentiment of the Continent, thcro has
como to bo throughout Its wholo ex
tent a settled conviction that the strife
In tho Far East cannot bo long de
layed. This extraordinary persistence, very
naturally, Is beginning to have an
effect at last upon the nation most
concerned In tho matter. Tho Shang

To Make) Smokeless Powder.
New York, March 5. Manufacture
of smokeless powder by the Govern
ment will now shortly be started at the
American Head proving grounds. The
buildings of tho plant aro practically
completed. Tho machinery, has been
completed, and Its placing will be ac
complished soon. In order to avoid
injury to tho proving grounds, tho
plant has been established on a tract of
land several miles away, and tho two
points aro connected by a railroad, the
factory and tho railroad to 1,0 operated
by an electric plant, which has been cs
tabllshcd In tho power house. The
powder plant comprises a nitric acid
factory, cotton washing house, cotton
drying housb, cotton storehouse, ether
factory, pumping and poaching houso,
hydratlng house, mixing house, press
house, nltrat.ng house, solvent rocov
cry house, powder dryhouses, packing
Iioubo, two magazines, a standplpo for
water supply with. 300,000 gallons capa
city and acid storing ring and mixing
houses. Rear Admiral O'Nell, Chief of
Ordnanco, asserts that thero Is no In
tention on the part of tho Government
to enter Into competition, except as to
quality, with prlvato 'manufacturers.
Prlvato experiments' will bo mado at
ho factory, with a view to Improving
tho quality of the powder. There la a
disposition on tho part of tho prlvato
manufacturers to secure a limitation
by specific provision of tho amount of
