his agent In London to publish tho fol
lowing statement of policy of Afghnn-
'lstan towards Orcat nrltnln and Rus
sia. After saying that ho had tlovotcd
much anxious thought to tho possibili
ty of Hussla taking ndvantage of tho
Transvaal war to ndvnnce through Af
granlstan on India, Ills Highness adds:
"I have como to tho conclusion that
Hussla feared Afghanistan, as a war
with tho Afghans would mean a gen
tint rising of all Islam, which would
spread through Russian Asia. Russia
had not troops enough to combat sucli
a rising. Her hold on the Mussulman
countries sno has conquered, is Inse
cure. They hnto her, and with ten
times icr power Russia could not tight
Afghanistan and India successfully.
Tho Afghans prefer death to slavery,
and their women and children being
taken by tho Russians."
After Baying ho is willing to send nu

cions, saying that it was necessary to
keep the country strong enough to re
sist a Russian advance
Tho Ameer concluded by likening
tho Dritlsh Parliament to Cabul Turk
ish baths, which reverberated with a
babel of calls for towels, soap, etc.,
and loud voiced conversation until tho
meaning of individual words nnd even
tho words themselves became lost in
tho confusion of sounds nnd only In
creased the general uproar.
