must be hurrleaiy filed without com
petitive bids. Favored firms, which
havo had tho first whack at requisi
tions, havo things nil their own way.
Thcso favorites change when tho pur
chasing agents change, and agents aro
changed with every Administration.

and was needed in the Gulf of Mexico
as soon ns possible. Open purchase
requisitions flew around In a great hur
ry. Tho ship had originally been fit
ted under another administration, and
the favorite firms had changed mean
time. Sovernl thousand dollars of
special repair supplies wero needed.
They had to bo of n pattern only mado
by a New York Arm to fit tho machin
ery originally supplied by that com
pany. Hut tho requisition was de
livered to an Ohio firm in the same, lino
of manufacturing. Tho latter firm
promptly went to tho New York con
cern, purchased tho articles at a 40
per cent discount nnd on their bill
charged tho Navy Departrmcnt 10 per
cent more than tho concern's list price.
The profit was obviously large.
