of wood or Iron so as to allow tho hot
air to circulate. This need not be
put In the report, but tho committee
could havo It carried out. It was
known that stock was suffering for
feed on tho other Islands.
Dr. Wood said shipments would bo
safo if Macfarlano's Ideas wero adopt
ed. Mr. Smith knew that, but favor
could not bo shown to ono firm that
happened to havo special facilities for
such treatment of goods. Ho movtd

tho report which extended tho list ot
permitted goods, this after consulting
with the other mombers of tho com
mittee. Dr. Emerson seconded tho mo
tion, which passed without dissent.
Conditions oT Travel.
Dr. Wood spoko of tho rush of peo

they might travel. This condition late
ly prescribed took no account of per
sonal effects. It was Impossible for tho
Board to do wholcsalo disinfection of
baggage. This wns tho difficulty they
wero running agalnst. To follow up
people In detention would cause con
siderable expense when necessary

camps, largely of the classes among
which plague was most likely to break
out. Ho Knew It was unsafo to let

Mr. Cooper suggested that restric
tions might be removed on this Island.
Mr. Lowrcy said that Dr. Car
mlchacl, surgeon of U. S. Marine Hos
pital, had Intimated that such action
would affect sugars from this Island.
Dr. Wood remarked that it was easy
to hold things down firmly to one
place, but very hard to control matters
when once eased up. Ho presented n
petition from n great many merchants
and shipping firms f6r removing re
strictions from Amorlcan nnd Euro
pean goods. This question had, how
ever, been settled by tho adoption of
the report from the committee on com
merce. At this stage Dr. Wood delivered an
address on sanitation, a report of
which Is deferred.
8ome Relief Granted.
Mr. Smith, just before tho meeting
adjourned nt 4:35, moved the following
resolution, which was adopted:
"That shipments of flour, feed, grain
and other provender be permitted on
special permits only, and that permits

accordance with Sect 30, Act 51, Session
Laws i8o5, that all personal tases and
dog taxes which shall remain unpaid on
Math 3t of eich yeirshal' thereby and
thereupon become delinquent, and 10 per
cent of the amount thereof shall be added
thereto and become due as 1 part thereof.
"If any ptrson.il taxes or dog tax shall
remain unpaid a ter the 31st day of March
percent of such'taxes shall be added to the
imount of such taxes at sild date by the
Assessor, and shall be collected as a part
of such taxes."
