Minister or Foreign Affairs from Mr.

paper, stated that tho much talked of
telegram had been wilttcn by ths

gram had any forco whatever In grant
ing further powers to tho Council of
State. Just beforo tho pausago ot tho
Hawaiian bill by tho Senate nn amend
ment was Inserted giving to President
McKlnlcy full power to mako appro

believed that Preside nt McKlnlcy, un
