To the Republicans of Honolulu:
Thero having been considerable dis
cussion and apparent misunderstand
ing, as evinced by tho recent proposed
Republican organisation In Honolulu,
In connection with tho Loacuo of Re
publican Clubs nnd tho authority which
1 navo from that body, It seems tu 1110
timely to ninko a statement to tho Re
publicans, outlining my attitude and
what I consider tnv duty, not only to
tho Lcnguo but to tho Republicans of
tho Islands as n wlmlo.
Slnco annexation was llrst assured
thero has been nn honest illnYrencu ol
opinion among Republic-am of tho Isl
ands upon tho Immediate necessity of
party organization. In tho early part
of last year thero was a strong feeling
nmong n great many that thero should
ho no delay of tho party formulating
nnd that It was nrlvisnblo to organize
Republican clubs at onci To urlng
this matter squarely before tho people,
n public meeting wui called at tho
Chamber of Commerce oir .March 0,
1899. Tho matter was given tho fullest
discussion, with the result that tho fol
lowing resolution was adopted
"It Is the senso of this meeting that
no nuxlllnry body of tho Republican
party bo formed prior to the formation
of tho general Republican party In
theso Islands, and, further, that the
tlmo for tho formation of such general
Republican party has not arrived."
Thero can bo no question about tho
regularity of this meeting and It was
thoroughly representative.

ceed.

tho general Bchemo which tho National
Leguo expects mo to follow consists

throughout tho Islands, which shall
hold a convention at tonn future time.
Under theso circumstances It would be
Impossible as well as unjust to the Na
tional Lcnguo and to tho Republicans
of tho Islands,.for mo to tecognlze imy
ono club ns representing tho National
Lcnguo In Hawaii.
Tho National League has entrusted a
responsibility In mo which I would
gladly transfer nnd shall relinquish nt
tho flrst Territorial convention, hut It
Is Incumbent upon mo to make such a
transfer In a manner that will bo satin
factory to tho Lcnguo and to all tho
Republicans In tho Islands.
I consider tho resolution passed at
tho meeting held on March 9. ono year
ago, as binding upon nn both as a Re
publican and a representative of tho
League. Thcrcforo I cannot tnko any
stops toward organization until tho
general Republican party has been es
tablished by tho calling of a Territorial
convention, which is to send a delegnto
to tho National Republican Convention
to bo held In Philadelphia this sum
mer. I might further ndd that tho resolu
tion ot last year Indicates, and tho
present prevailing sentiment through
out tho Islands Is, so far as I am able
to learn, that no steps toward party or
ganization should bo taken until tho
Territorial law now being considered
by Congress, becomes operative.
