Hoard, immediately sent the following
reply. This was approved ut yester
"In reply to your coniinnnlcittlou al

submit your resolution lo the Hoard of
Health at its next regular meeting, lu
ttio mean time permit mo (o say that
the Hoard has issued no 'prophylactic
passcrt.' The resolution passed by tho
Hoard of Health concerning the pro
phylactic was as follows- 'All persons
who shall lecelvo Injectlo.is of Haff
klnc'ri prophylactic, shall after 1111 In
terval of beven days, ho allowed to
leue Honolulu for other localities,
without undergoing ptellminary quar
antine' It was distinctly stated by
myself at tho time that all other condi
tions concerning tho pronosed depar
ture were to remain exactly tho same
as if tho quarantine had been perform
ed. Tho certificate of Injection was
netcr Intended ns a pass, It read as fol
lows: 'This Is to certify that Mr.
has received an injection of Ilaffkluo'u
prophylactic' Tho regulation concern
ing permits lias nover boon rescinded.
No Instructions have been gicn for
the certificates to bo uso.l ns passes.
I was surprised to learn several days
ago that thesu certificates had been ac
cepted as passes nnd Immediately upon
learning that such was tho ease, I gave
Imperative orders to tho Polieo Depart
ment to Instruct tho guards to refuse
permission to nnyono to piss without
a proper pctmlt, nnd not to accept a
certificate for a permit. Thw.o certifi
cates are tho personal property of tho
persons to whom they aie Issued and
cannot be taken up by the guards."
