Recommends llio Tub-rculln Test for All Cattle
Imported Glanders From Abroad and
Cannot Be Stamptd Out.
Dr. Shaw In his report to Minister
Young clsowhcro mentioned states that
Dr. Woughop docs not say whether It
Is dairy or rango stock that Is affected
on Kauai. If dairy tho nnlmals should
bo subjected to tho tuberculin test but
not more than onco a year.
"Tho Inspector should uso his own
discretion," tho government vctorln
rlan says, "In condensing slaughtered
animals. When tho tuberculous les
ions nro small in tho intestines and
lungs tho meat is not generally con
densed. All foreign cattle should bo
submitted to tho tuberculin test on
arrivnl, same ns tho port of Honolulu."
With regard to Dr. Klllofs report on
mules at Olaa, Dr. Slmw says: "Glan
ders cannot bo stamped out, ns I con
sider that not less than 10 per cent of
tho horses imported havo glanders In
their systems. Out of eighty horses
submitted to the Mallcln test, twclvo
of them gave tho required reaction In
temperature. Five of this number that
reacted were klllcd.nnd on post mor

"My report of December 31, 1890,
will show tho Increased Importation
of horses and mules over that of 18!)7.
Out of twclvo horses destroyed last
year only two of them had been hero

Is not among our local stock, but In
those recently Imported.
"Glanders resembles tubo.-f:ulo-)I, in
that a horse may bo affected and still
live n natural life. The Septum Nasi
sent by Dr. Klllot shows uiiiiilstiiko
ablo signs of glanders."
Slncb the lato Dr. Urodle, tho first
veterinary surgeon over employed by
the Hawaiian Government, stamped
out glanders In Honolulu fifteen years
ago, by causing tho destruction of r.ll
infected nnlmals, there was exemption
from tho disease In these islands until
recently. According to Dr. Stuw, tho
malign distemper cannot now bo eradi
cated. This makes a blue outlook for
raisers and owners of horses nnd
mules, not to mention the memtco to
human life from the known communl-
cablllty of tho disease to man.

Speaking about the plan tuhacn
second District Court a man well ac
quainted with tho workings of that
tribunal said today: "It is thought
that tho District Court cases will be
worked oft tho calendar much more
quickly by this process but I bellovo
this to bo a mistake. Attorneys will
bo constantly having cases In both
courts nnd vr.Ill bo asking for continu
ances more frequently than thoy do
now. It Is bad enough at the present
time nnd this Is undoubtedly what
keeps back the burfliVMi of tho court.
I believe a branch of tho District Court
will only be a hindrance."
