Splon Kin, the retention of which had
become essential to the relief of Lndy-
smitn, Lord itoucrta says:

that Thornycroft's assumption of re
sponsibility and authority was wholly

hand, It Is only right to say that
Thornycroft appears to have behaved

over tho courso of events, and I believe
Duller was justified in remarking
'Thcro was a want of organization and
system which noted most unfavorably
on tho defense.'
"Tho attempt to rellovo Ladysmlth
was well dovlsed, and I agreo with Dul
ler In thinking It ought to have suc
ceeded. That It failed may In somo
measnro havo been duo to tho dllllcul-
ties of tho ground and the commanding
positions held by tho enemy, and prob
ably also to. errors of Judgment and
want of administrative capacity on the
pnrt of Warren. Dut whntovvr faults
Warren may hnvo committed, tho fall
tiro must also bo attributed to tho dis
inclination of tho officer In the supremo
command to assert his nuthorlty and
seo that what ho thought best was

Tho dispatch concludes;
"Tho gratifying feature of these dis
patches Is tho ndmlrablo behavior of
tho troops throughout tho operation."
