righting, nlthough both Costa ltlca nnd
Nicaragua will bo permitted to movo
troops nnd nrms ncross tho zone. No
fortifications nro to be erected upon 11
nt either entrance of the canal. Should
there bo n violation of tho provisions
of the treaty upon tho part ot cither
Costa Rica or Nicaragua tho L'nlted
States may enter upon tho neutral zon"

of tho offending nation or nations. The

maritime nations of the world to the

of the Hepburn Nicaragua canal bill
nt this session of Congress. The gov
ernments of Costn Rica and Nlciingua
both fully rrallzo that their greatcbl
benefit Is to bo derived from the con
struction of tho I'linnl. They linvo,
nevertheless, becomo Imbued with the
Idea that tho United Statts was over
anxious to have tho caunl In n hurry,
nnd therefore havo been holding out
In the hope of obtaining largo sums of
money In return for tho concession.
Tho apparent eagerness of Hepburn
nnd his followers to push his bill at
this session lias encournged the gov
ernments of Nlcnrngua and Costn ltlca
to stand out against tho plain terms of
the treaty which this Government hns
been endeavoring to negotiate.

they arc both admirers of Scnntor Shel
by Cullom. In discussing this Inter
esting family event they had decided If
the expected arrival should prove to be
a boy they would namo him Shelby
Cullom. when, Instead of one, two
boys put In an appearanco In the Erls
man household, It was decided at once
to name ono Shelby nnd the other Cul
lom. After the christening Erlsman
wrote the Scnntor, apprising him of
tho ndvent of tho twins nnd the namo
bestowed on each. Yesterday Prof.
Erlsman received a letter from Senator
Cullom acknowledging tho honor:
