tho prevention of tho denial or tho
abridgement of tho right of citizens of
tho United Stntcs to vote on account of
color." In presenting tho bill, Mr.
Chandler snld that ho did so by re
quest and was not prepared to pi ess Its
consideration. Ho said, however, that
ho had drawn up tlio bill himself. It
provides that "any requirement of tiny
