Tho Garonno Is owned by tho Frank

whero he went to obtain admission of
the Garonno to American registry. Tho
case was an exceptional ono In this,
that It Is tho policy of tho Administra

however, that tho Treasury Depart
ment had some months ago granted
the Garonne permission to talto n cargo
of freight nnd a list of pas3cngors from

Later this permission, which was giv
en In writing, was rovokcu.
In the meantlmo Mr. Watorliouso
had made all arrangements to enter
tho Nomo trade, and tho rovocntlon of
his permit promised to work n hard

laid beforo tho Secretary of tho Treas

that nn act bo passed conferring Amer

last night ,nat h.s company would con
tinue to operate steamships on tho So-nttlc-IIonolulu

to do so nn American vessel ot largo
carrying capacity would cither bo pur
