CHAP. 1. GENERAL PROVISIONS.
Section l. That tho phrase "tho lavs
of Hawaii," as used lu this Act without
qualifying words, should mean tho con

as tho Territory of Hawaii.
Government of tho Territory of Hawaii.

nolulu, on the Island of Oahu.
Section I. That nil poisons who wero
citizens of tbo Republic of Hawaii on
August 12lli, 1S9S, aro horeby declared

citizens of the Territory of Hawaii.
And all citizens of tho United States
resident In the Hawaiian Islands who

12th, lf.98, and all tho citizens of the
United States who shall hereafter re

year ohall bo citizens of tho Territory

Section 5. That, tho Constitution

suit or proceeding instituted solely to
recover damages for such broach. Pro
vided further, That tho provisions of
this section shall nut modify or change
tho laws of tho United States appli
cable to merchant seamen.
That all contracts made since August
12th, 189S, by which persons aro held
for service for a dcfinlto term, arn

minated, nnd no law shall bo passed
to enforco said contracts In any way;
