with all necc8ary locks and other ap
pliances to meet the necessities of ves
sels passing from Oreytown to Rrcto;
and tho Secrctnry of War shall also
eftnstruct such sifo and commodious
harbors nt tho termini of said canal,
nnd such provisions for defense ns may
bo necessary for tho safetv and protec
tion of said canal and harbors.
