Philippines Indicates that tho latest
plan of tho Insurgents Is to organize
Into mounted bands ot 100 and harrass
tho American forces wherever possible.
Theso bands will bo scattered through
out tho Islands and will bo In dally
communication with each other as far
as possible, by means of scouts, who
will carry tho orders to govern con
certed movements and nil Information
concerning retreats, rolnforcemcnts,
etc. According to the Liberal, tho or
gan of tho Filipinos, a complete plan
of military strategy will be drawn up
"as a result of which the Americans
will soon suffer."
It is reported that a strong insurgent
camp Is being organized In tho Zam
bcles mountains and that nearly all tho
towns of tho provinces, whether oc
cupied by Americans or not, continue
to pay taxes for the sustenance of tho
Filipinos In arms and tho prosecution
of tho struggle.
