for War, wired on March 2Sth, asking
tho ntlvlcu of Lord Roberts nbottt pub
lishing the despatches, saying: "Wo
cannot publish nil tho documents en
closed with your despatches of Febru
niy 13th," and suggesting certain dos
patchos, which, In Lord Lansdowno's
opinion, might be published. Lord
Lansdowno added: "But I would not
feel justified In editing the papers un
less you concur, nntl you may perhaps
think It well to refer to Duller. I sug
gest ns nn alternative that we should
treat your despatch of February 13th,
and nil Its enclosures ns confidential,
and that Duller should send through
you n full nariltlvo of the operations.
This you could forward to mo, with
nny observations you desired to make
for publication."
Lord Roberts replied to Lord Lans
downo, In a despatch tinted Illocmfon
teln, March 31st, that ho had suggest

full narrative, but that Sir Red vera
Duller hail answered ns follows- "1
do not nt all like tho Idea of rewriting
a despatch for publication. 1 much
prefer to leave it in tho hnnds of the
Commtiniler-ln-Chlcf. Let him tclcct
for publication whatever he thinks
proper."
To tills Lord Roberts appended that
lie would not himself object to the
publication of n paper edited as Lord
Lansdowno had suggested, but that It
might, perhaps, ho better to ovcr-rulo

adopt tho alternative course suggested
by Lord Lansdowno. Ho nsked Lord
Lansdowno to wlro n reply.
Tills reply from Lord Lansdowno,
dated April 2d, said:
"In view ot Dullcr's objection, I
abandon the pioposal that tho des
patch should bo rewritten, and I pro
pose to publish the selection described
In my despatch of March 2Sth."
Lord Roberts answered under date
of April Cth: "I agree to my despatch
of February 1.1th being published."
The coricspondence nlso contains
two despatches referred to In Lord
Lansdowno's despatch of March 2Sth.
Tho first is from Lord Lnnsdowuo to
General Rulliy, dated January Cth, rcp
icscntlng the Impossibility of publish
ing his despatches, which "contain
views of the situation and forecasts o!
his intentions," and emphasizing the
advisability of sending despatches do

Tho second is from Lord Wolsoley to
Lord Roborts, dated February fith, and
saying: "You will, I fell sure, ngrco
