AN UNPREMEDITATED BRIBE.
"It doesn't pay to bo too dlflldcnt In
dealing with Spanish-American cus
toms olllclals," said n gentleman who
has some large mining Interests In
Central America. "I well remember
my own first experience with those
gentry. 1 had shipped a lot of mining
material from New Orleans to one of
the Caribbean ports, and, to my great
unnoyance, the commandant refused to
let It go through, raising some pre
posterous quibble about tnrlff classifi
cation. He was personally a very ele
gant fellow, however, splendidly edu
cated, nnd with the most graceful,
polished manner In the world. In Bplte
of my Irritation I couldn't help being
more or less fasclnnted by him, and the
Idea of offering a bribe to such a fine
gentleman never entered my mind.
Things hung lire nearly two weeks, and
ono day, after a long and fruitless In
terview, I left tho commandant's office,
forgetting my card case, which I had
taken out for some purpose or other
and laid on the table. I carried from
20 to (25 in small bills In a pocket of
the case, but the fact was certainly re
mote from my thoughts when I re
traced my steps to recover It. I found
the commandant fairly bubbling over
with good nature, and was greatly as
tonished when he told me that on sec
ond thought nc believed n way could bo
devised by which my goods would bo
Immediately released. As he bowed mo
out he smiled significantly, 'I must
compliment ou upon jour delicacy,
senor,' he said, 'but jou must be per
fectly frank with me, hereafter." I
hadn't the least Idea what ho was
driving nt.and continued In a dazed con
dltlon until I hud occasion to go Into
my card case for some money anil
found It empty. My highly pollshel
friend had evidently construed tho
episode as a tactful method of greasing
his palm. It was lucky for me that ho
did, for had I undertaken the Job In
cold blood I would certainly have giv
en him three times as much. After
that I followed his advice nnd was 'per
fectly frank. It saved lots of time."
In tho canary breeding establish
ments ot Germany only the male birds
are valued, because the females never
sing. The method of training the birds
to sing Is to put them In a room wher-j
there Is an automatic whistle, which
they all strive to Imitate. The breeder
listens to tho efforts of the birds, and
picks out tho most apt pupils, which
arc then placed In another room for
further Instructions. These are the
best singers, nnd ultimately fetch high
prices. The less gifted birds arc sort
ed Into setontl nnd third quality, and
arc sold, white those which show no
vocal powers arc destroed. German
canaries are exported to all parts of
Europe, to America, nnd even to Aus- 1
trnlla, and command higher prices than I
those bred In other lands because they
nro tho best singers, for among breed
ers of other nations more attention Is
given to form nnd color, comparatively
little care being taken to cultivate
