"You Honolulu people seem to have
no adequate realization of the gravity
of the plantation labor question Many
plantations are In most Bcrlous straits.
Particularly Is this truo of plantations
that aro removed from the centers
where the Japanese are wont to con
gregate. "In some cases the sugar cane has
been deliberately burned to keep It
from rotting so as to save It for ra
toons. "1'aahau plantation that has been
paying dividends In San Francisco,
used to have 400 Japanese. Now It has
only about 125. They have barely
enough men to enable them to grind
half a day at a time. This Is deplor
able condition at this time of year,
when the crop Bhould have been taken
orf tho first of July, Not only Is a good
deal of cane rotting, but they cannot
keep up tho cultivation.
'At one Hamakua plantation the Ja
panese- demanded the dismissal of two
lunas and the manager, although he
had nothing against the lunas, let them
out. They followed up that victory by
demanding the dismissal of the chief
luna, but so far the manager has re
fused to yield this much.
At the next plantation they had a
very serious strike some time. ago. The
management cowed the Japanese, but
at tho end of the month a good many
of them cleared out. As tho crop Is
small there, It does not matter much.
"At another plantation It was prog
nosticated that the severe discipline of
the manager In the past would recoil
on his own head yet he Is the only man
In the district who has no trouble in
holding suulclent men. This Is simply
because away back ho followed the
principle that tho best way to rule a
race like that was to make them work.
He took occasion, when one of their
holidays camo round, to tell them ho
would let them see who was master.
If they gave up their work they would
have to leave their houseB. Ho has lost
only a few men.
Six of the plantations are able to go
on because, the Japanese population has
surged back. That condition will be
realized, however, only In tho centers
"It remains to be seen whether the)
plantations will hold together. They
had a meeting last spring at Hilo, nt
whlcbtbey agreed to stand by each
other. Now It seems to be simply that
If a plantation can afford to pay the
higher wages dtsiamled It can get la
"The only solution of this difficulty
is what many plantations adopted long
before the Territorial Act came Into
effect that Is, the contract system. It
gives the Japanese his liberty, and
that's what he likes. Unless there Is
concerted action through tho Planters'
Associations bring In a largo amount
of labor, the small plantations cannot
hold out under present conditions. The
larger ones can afford to pay the high
er price, but of course with reduced

tho public in the dark about the vital
question of labor. It Is Impossible to
ascertain whether concerted action Is
being taken by the planters and the
uncertainty Is playing tho, mischief
with Investors. Drokers are unable to
answer questions on the subject.
'"The disposition of the Japanese to
fly their labor when their contracts
wero voided fayJhe Territorial Act Is
only natural. The greater proportion
of them wero recruited In the country
districts of Japan. On arrival hero they
were dumped ont'at tho quarantine sta
tion, whence they were shipped direct
to the plantations. They hardly know
what a city Is like, particularly any of
tho towns In these Islands. What more
likely than that, when their contract
bonds dlsappeared.they should want to
go Into town and seo If they could bet
ter their conditions there?
"Most of them aro In the bands of
agitators from the cities of Japan, I
saw men turned out to work, after the
contracts wero abolished, and noticed
how they looked around to seo what
their leader was doing. Sea lawyers
and agitators are at tho bottom of most
nf the troubles.
"It Is a serious matter with reap'-ft
