One of the unwritten planks of the
various fusion party platforms opposed
to tho Republican party Is a refusal of
the candidates. If elected to ratify the
appointments of Oovernor Dole, and. If
the Oovernor refuses to make sucil
nppolntmcnts to the various, depait
ments as the candidates dictate Jhey
will refuse to pass the appropriation
bills. This Is perhaps tho most disas
trous features to tho business commun
ity of tho various political schemes on
the tapis In the present election..
It amounts to a threat to stop iho
business of the Territory In order that
personal spite against the Ooornnr
of the Territory may be gratified.
It means that work on the roads
must be stopped and the hundreds of
voters now earning good wages will
be thrown out of employmcmnt.
It means that the development of tho
country districts will be checked, and
the proposed homesteads will have no
means of access than dangerous trails.
In other words that the proposed home
steads will bo made as unattractive as
possible for settlement by Hawaiian
Americans. It means that the devel6pmcnt of
tho harbors and the construction of
wharves will bo stopped, the commerce
of the Territory hampered and laborer
along the wharves thrown out of em
ployment. Every dollnr spent for mak
ing Hawaiian ports favorable to tho
quick dispatch of vessels and steamers
calling here assures more money In the
pockets of the Hawaiian-Americans
who do nearly all the work along the
water front. Failure to furnish money
for this work means that laborers
will go begging, that they will be bale
ly able to secure the necessities of life
and none of tho luxuries.
It means that new school houses
cannot b ebullt and the fore eof teach
ers will have to be reduced, and in con
sequenco the children of the homes
will suffer a set-backln their studies
and be subject In tho schoolrooms to nil
tho discomforts of overcrowded and
poorly constructed school houses.
It means In fact that every poor man
In the country will suffer. He will find
no return for his labor, while those
who have money to spare will hoird
their coin until such time as a Legisla
ture is elected that will conduct the
affairs of the Territory on a. sound

all the funds for the payment of the
