zenship" says:
Are Catholics In the United States
permitted to enjoy their constitutional
rights In their Integrity; are they al
lowed the free exercise of their reli
gion; does the Dag guarantee and pro
tect them In rights equivalent to tho.so
of every other citizen; are there any
grievances of which, as American citi
zens, we ought to complain?
Here I shall direct attention to our
religious rights In penal, charitable and
educational Institutions under public
control. Nothing can be more reason
able than our demands regarding lib
erty of conscience In these Institution!.
Wo ask that the priest bo allowed to
preach the Catholic doctrine to Catho
lic' adults, and to teach Catholic chil
dren the Catholic catechism; to ofrr
mass, so that Catholics may be present
at It; to administer tho sacraments;
and that Catholics shall not be com
pelled to listen to non-Catholic teach
ing, nor to participate In any worship
except their own. In a word, we clal n
for Catholic clergymen the right to en
ter our state Institutions, nt seasonable
times, to glvo the benefits of the Cath
olic religion to Catholics, and wo de
mand that the system of worship and
of religious teaching at present exist
ing In many institutions a systen
wnicn leads to proselytlsm shall iw
abolished.
Wo have been accused of opposition
to the present system of public schools,
and we certainly look upon It as detri
mental to tho best Interests of tha
United States. Let no one Imagine,
however, that we aro opposed to n
system of public education; on tho con
trary, we contend that It Is absolutely
necessary for the permanency of free
Institutions. What wo object to Is
education without religion; tho pay
ment of taxes for the support of schools
to which we can not conscientiously
send our children. Religious educa
tion Is even more necessary than secu
lar, even If we valuo only the temponl
welfare of the Individual and society.
Wo shall, however, bo told: "Teach
religion In your churches." No one, I
presume, will accuse Catholics of ne
glect In this matter, and yet we are sat
isfied that such teaching alone Is Insufficient.
Our position Is simply this: Wo iro
American citizens, entitled to certain
rights, and these wo must possess.
Dlgorty shall not be allowed to deprive
us of the exercise and enjoyment of
them. Wo ns kno favors, we beg no
privileges; but wo demand that our
religion shall not be made a bar to tho
attainment of our rights under tho
constitution. It Is not to bring our
