suggestion that the International court
of arbitration of The llcgue lie fiUen

arising on the question of Chinese In
demnltles was submitted to Secretary
Hay by M. do Wollant, the Husslan
Charge In Washington, In a note on
October 3d. It has received the adher
ence of the American, French and Hus
slan Governments, thus giving the sug
gestion the approval of threo of, tbo
foremost Powers, and strong adherence
of Its general adoption.
M. dc Wollants note lias not yet
been made public. It can bo stated
however, that It was the result of ex-
tended exchanges between tho French
and Kusslan Governments relatlvo to
tho six proposals In tho Trench noto.
It expressed approval of tho various
proposals, and then aided the new
suggestion relative to giving Tho
Hague tribunal jurisdiction of Indemni
ty In rase there should bo dlxergence
of views. Not being a formal proposi
tion, but merely an accident to tho
approval of the French noto, It has not
called for a formal reply of acceptnnco,
but the Husslan authorities hare been
furnished with n copy of tho American
reply to the French nile, w.hercln our
approval Is given to the Husslan sug
gestion, so It Is none tho less effectlvo
In giving American ndherenco to tbo
plan. It is understood alro that Aus
tria and Italy, and probably Japan,
look with favor upon The Hague sug
gestion. Th cmovement promises to give tho
first practical realization to the Czar's
movement in bringing about tbo Inter
national Confrcss of Tbo Hague. Tho
court of arbitration has received tbo
approval of tho various Governments
represented at The Hague, and Its
formal organlatlon Is In progress. Tho
Importance the United Status attaches
to It Is Indicated by tho iholce of ex
President Harrison and ex-Senator
Gcorgo Gray of Delaware as the Amerl
can members of tho tribunal.
