The Suffrage of the Unfit. Lowlston (.Me.) Journal. Universal suffrage Is a falluro but in telligent suffrage of both sexes Is ccr tain to be tho ultimate political safety. Wc make a great mistake In bcstowln suffrago on tho Ignorant. Tho mlstalco of bestowing siiffrageon tho colored race as a body wo have discovered; to fianclilso all who can read and wrlto Is an easy and a logical and compara tively safo process. Wo made the samo mlstako tn Hawaii that wo mado In tho South. The result Is tho soml-barbar-Ian cx-Qucen Is making truublo through her natural exponent. Now, of CCurso, tho educational ua- llflcatlon must bo amplo but It must bo enforced, and In Hawaii it looks as If It wero a dead letter. Thoro may ho cases where tho alien civilization may bo educated according to tho occidental Idea. A homogeneous society Is essen tial to popular government, and It 1j absurd to supposo that a seml-clvlllzeJ people can be educated at onro to now responsibility, Cuba Is tn no senso so crude as Hawaii or tho Philippines. Thero must bo fair play but a treacher ous man of education leading a pliant and ignorant raco as Wilcox In Hawaii and na Agulnaldo In tho Philippines must bo recognized not as patriots or as lovers of their kind but as dema gogs ambitious of arresting both IniliM trial and social civilization. llorrowlt Hay, old mun, lend mo a fiver.
