the Rio de Janeiro and departed In
the same vessel Monday (or
Shanghai to assume command of the
battleship Oregon. The Oregon lies at
Woosung the port of Shanghai. Cap
tain' Dickens Is 'quoted as saying that
"the Indiana formerly commanded by
him wns put out ot commission be
cause tho Navy had not enough men to
officer and man her. Our Navy, so far
na ships, ordnance and men go Is ad
mirable. But there Is dearth of men
and officers even now. We cannot, as
It Is keep all our ships at sea what will
bo the discrepancy when the new shlpi
now being built or soon to be built, be
gin to require men and officers along
with these ships we now have. The
crying need of the Navy Is for more
men nnd officers, very many morj."
