at Ann Arbor, Mich., of former Presi
dent Ucnjamln Harrison, in which Mr.
Harrison criticises the Port! Klcan poli
cy of the aovernment, characterizing
it aa a departure from correct princi
ples. In a speech before tho Manufac
turers' Club of this city last night Sen
ator Foraker said on this point:
"All the questions arising from tho
Porto Hlcan legislation are soon to be
passed upon by tho Supremo Court.
For that reason 1 do not caro to discuss
them at this time, but It Is In order to
say that the view taken by Congress,
as reflected by that legislation, was
creditable, to' tho generosity, tho pa
triotism and the Industrial spirit of the
American people. Wo found Porto lllco
as poor as poverty could mako her.
