Judiciary Committee on "An Act to
Irolle for filing, foreclosing. limita
tion and priority of chattel mortgages,
was presented:
Your committee believes that all ques
tlons of credit und security nre deli
cate matters and should be treated
with great care. With that belief, tho
bill under consideration has been treat
ed. Your committee finds; that thcro
Is now no law upon the Statute books
of Hawaii covering tho subject nf this
bill by which the honest creditor and
the honest debtor arc alike protected
In pledging personal nnperty as secur
ity for tho payment of a debt, theieby
allowing Shylock creditors to defraud
and rob helpless debtora by taking tho
law (or rather want ot law) Into their
hands.
This bill. If enacted, will allow the
creditor to take what legally belongs to
him. principal. Interest and costs, but
will allow li 1 111 to take no more. If
tho debtor Is so unfortunate as to be In
default of pa) men t this li.w would pro-
