112,000 came up In the Senato jester
day afternoon. Mr. Acht got excited.
He had stood having Hllo HemB thrown
at him long enough and, being able to
contain himself no longer, ho burst
out: "everything Is for Hllo; nothing
is for any other place. First It Is
ruads, streets and bridges, then It is
a hospital for sick horses and. by way
of rulililnfrlt In, Dr. Ilusscl wants $12,
000 for tho Hllo hospital and wants the
hospitals at the other places left with
out appropriation. He claims that
tho Organic Ait Is aguinst granting
subsidies to any Institutions of the
kind with tho exception of those main
tained by the government. I say this Ig
not so. The Organic Act goes eh far
as to say that money may bo borrow
ed for charltablo purposes and If hos
pitals such as those In Llhuo and Wal
inea do not como under tho head of
charity, the'n I miss my guess."
During tho courso ot his remarks,
Mr. Achl said something about tho mo
tives ot Dr. Itutsel. This made the
venerable Senator very angry and he
arose la a point of order., Mr. Achl re
torted that the Senator had been elect
cd to tho Senato to carry out the will
nf the people not a part of the people.
This speech was tho turning point.
Dr. missel's minority report was turn
ed down and the vailuus Items were
taken up, discussed ami passed without
respect to tho natuio of tho hospital.
