NEW BRANCH PLANNED
BY SECRETARY HITCHCOCK
Secretary Wilson Talks of Progress
Hade by American Agriculturalists-Sugar
Washington, Juno 29. Secretary
Hitchcock announced after the Cabinet
meeting, gays a Washington dispatch
to the Tribune, that ho Is prepared to
organize a forestry bureau lu'the In
terior Department to t.irry out an ox
tenshe system of reforestation, some
what on the plan successfully pursued
In Germany. It was too early to go In
to tlctalls, he said, but the President
and his colleagues were satisfied with
the practicability of -the scheme and
Impressed with the results which could
be achieved In restoring the rapidly
disappearing woodlands of the country.
Secretary Wilson reported on tho
work of his department nt the Cabinet
meeting likewise. Afterwards he Bald:
"I told my associates what worarc
doing. Now, In tobacco, this country
sells $30,000,000 worth of tobacco, and
bus 113,000,000 of high priced Varieties
We hao to pay $5,000,000 for Sumatra
wrappers. Now, our department Is
teaching tho American people how to
produce that In the United States. Wc
took the gold medal at tho Paris ex
position for the finest Sumatra tobacco.
Wo hao been paying $8,000,000 for
filler tobacco, mostly Cuban. We are
conducting experiments now In this
Hue of production with the result that
wo hopo to see most of tho filler to
bacco produced In tho United States.
For somo of the very finest varieties
we may have to go to the tropics, to
Porto Rico, Hawaii, or the Philippines,
but it will be only n question of tlmn
when tho United States will produce all
tho tobacco it want.
"We have been Importing wheats to
improvo our own crops In the' United
States. American made macaroni has
been thought Inferior to tho Imported,
and tho reason for this was that wo
did not have suitable mncaronl wheats.
Wo have corrected this, so that 100.
000 bushels will be grown In this coun
try this year Bolcly for tho mncaronl
mills. It will be only a few years be
fore wo make all our own macaroni.
"The Agricultural Department Is
now sending a man to tho rice growing
countries of the cast. A scientist who
bos already returned from 1 Japan has
brought specimens of rice so much
more suitable for tho Gulf coast than
what we formerly had that we are now
producing most of tho rice that we
need, and shall soon produce all that
we use. The second quality, or broken
lice we are already sending to Porto
"There will be over forty beet sugar
factories In operation this year. They
have thrown out the Imported machin
ery, both In field and factory, and aro
using American Inventions that aro so
much superior that we expect a great
development In the, business. The su
gar men have borrowed an Idea from
the oil companies. At one of tho old
est factories In the United States, in
Utah, they have built three mills
around the factory, one of them twenty-three
miles away, from which they
run the Juice from the factories In
pipes to the central station. Eastern
capital Is rapidly developing the beet
sugar Industry in the arid states
through irrigation. In tho Arkansas
valley, for Instance, $1,000,000 factories
have been put up."
